个人用户不准进行域名注册?

据联合早报的早报网新闻，周六由中国互联网络信息中心（CNNIC）发出公告宣布，个人用户不准进行域名注册。今日（14日）开始生效。

刚写了这几行，发现早报网已经连不上了！
